Description:
State and Federal Permitting and Compliance: Manages the submittal of federal, state, and local government filings and applications, while adhering to rules, regulations, and policies to support the BU Development, D&C planning process, and life of well base operations.

Communicate regulatory requirements and strategies with development teams to execute and comply with regulations and policy to drill legal wellbores, prevent waste, avoid permitting delays, and build/manage permit ques to support development plans.

Maintain license to operate by communicating, coordinating, facilitating, and executing life of well regulatory compliance requirements from completion (required to obtain allowable to produce wells) through plug and abandonment. This includes implementation of new regulations and policy, training, compliance tracking and advisory support, and NOV resolution management.

Requires technical understanding of applicable laws and regulations related to permitting and compliance requirements/procedures associated with upstream oil and gas operations through the life of a well including experience interpreting and applying regulations, work related experience in Texas and/or New Mexico, including Federal Lands (BLM), strong oral and written communication skills with the ability communicate complex regulatory issues clearly cross functionally within the BU. Requires strong organizational skills, with the ability to manage and prioritize multiple tasks simultaneously with minimal supervision.

Specific Roles and Responsibilities:

• Manage the submittal of Federal, State, and local government filings and applications.
• Manage the BU expectations for the regulatory processes for D&C lifecycle.
• Manage relationships with government agency in an everyday space.
• Mentor team and stakeholders when opportunity arises.
• Analyze and communicate new and changed agency regulations to BU stakeholders.
• Actively participate in BU Asset Development (AD), drilling & completion (D&C), and operations meetings.
• Represent the company as a regulatory SME.
• Accountable for the accuracy and timeliness of regulatory permits being submitted to the agencies.
• Continually looking for ways to optimize and minimize duplication of efforts.
• Facilitate meetings to automate current systems to decrease human hours in daily tasks.
• Perform reviews for non-compliance in the drilling and completions from what was approved.
• Identify regulatory risks and impact to BU to communicate to stakeholders.
• Apply learnings, look-backs, and best practices across BU.
• Review plats, surface use plans, drilling plans, site security diagrams, commingle documents for completeness and accuracy.
• Review as drilled and completed documents for stakeholders for accuracy and correctness as required.
• Ensures the operator remains compliant to continue producing
• Conducts spot checks in the field to verify BMP’s and COA’s are committed to
• Identifies and promotes alternative means to achieve compliance assurance
• Helps the team meet performance reporting (FI’s)
