Regulatory Compliance and Environmental (RC&E) Manager
- The RC&E Manager partners with business leaders and staff to ensure US onshore oil and gas operations have the technical support to meet or exceed all Regulatory, Compliance, and Environmental requirements. The RC&E Manager is responsible for developing and maintaining effective systems and procedures to ensure regulatory compliance and mitigate environmental risks for the organization. The RC&E Manager provides Oil and Gas regulatory expertise to manage all aspects of compliance from early project stages through construction and start up for a variety of facilities, pipelines, and other energy related projects.
Specific Responsibilities:
- Ensure compliance with State and Federal water, waste, and air regulations for Oil and Gas operations
- Champion and ensure that activities meet Environmental, Regulatory, and Compliance (RC&E) standards
- Lead a team of RC&E professionals
- Serve as the primary point of contact with regulatory authorities to stay updated on regulatory developments, negotiate permits and licenses, and advocate for the organization's interests
- Develop and maintain systems to monitor and track regulatory compliance, ensuring timely submission of reports, filings, and other required documentation to regulatory agencies.
- Conduct assessments to identify and evaluate potential regulatory risks and ensure the implementation of appropriate risk mitigation measures
- Lead the development and implementation of environmental management systems, policies, and procedures to improve environmental performance
- Maintain company risk register for RC&E risks to ensure transparency and priority for risk reduction activities
- In partnership with business leaders, develop annual priorities related to risk mitigation. Establish a sense of urgency to mitigate emergent high-risk matters
- Develop and deliver training programs to educate employees on regulatory requirements, ensuring a strong culture of compliance within the organization
- 10+ years of experience as a RC&E professional
- 7+ years of experience in US Onshore oil and gas operations
- Bachelor's degree in environmental science, engineering, and/or equivalent degree plus experience required
- Strong knowledge of environmental regulations, permits, and compliance requirements (Air, Waste, Water, GHG, OOOOA, NEPA)
- Experience with remediation management, spill volume calculations, soil sampling techniques, and remediation best practices
- Experience in developing and implementing environmental management systems, policies, and procedures
- Familiarity with environmental risk assessment methodologies and techniques
- Excellent leadership skills with the ability to drive change and influence stakeholders at all levels
- Exceptional problem-solving and decision-making abilities, with a strong analytical mindset
- Excellent communication skills, both verbal and written, can present complex environmental information to diverse audiences
- Strong project management skills, with the ability to manage multiple projects and priorities simultaneously
- Professional certifications in environmental management (e.g., Certified Environmental Professional, Certified Hazardous Materials Manager) are highly desirable
- Knowledge of sustainability practices and emerging trends in environmental management is an asset
