MAIN FUNCTIONS
The Project Controls Engineer (PCE) has the primary responsibility of estimating, tracking, analyzing, forecasting and reporting project cost and schedule progress for assigned projects. A secondary responsibility includes portfolio-level forecasting for Development Plan cases associated with Company Plan.

TASKS AND RESPONSIBILITY DESCRIPTION
- Leads the prepration and updates of Project Cost Trackers for assigned projects:
- Develops project estimate and Cost Tracker setup as deliverable for Gate 1, using best available scope definition, market information, available inventory and analogs from similar projects;
- Performs initial setup of cost tracker to include total cost, costs by estimate category, contingency, and monthly splits on expenditure profile
- Track all Purchase Orders (PO) and non-PO issued work against the AFE
- Performs monthly updating of cost trackers with actuals data and pending invoices; maps this data to Purchase Orders (POs) and estimate categories
- Facilitates monthly meetings with Project Engineer to review actuals, pending invoices, and update forecast-to-go expenditure profile
- Submits monthly accruals, derived from month-end total Work in Place (WIP), identified in latest activity updates from Project Engineer
- Identifies available materials and equipment in inventory that can be assigned to projects, updates inventory trackers, and initiates cost transfers
- Assist in the identification and tracking of Opportunities and Vulnerabilities to project cost and schedule
- Create project entries within Planview database and perform monthly updates to forecasted project expenditure profiles
- Supports forecast and estimate adjustments as part of the Management of Change (MOC) process
- Develops and present sections within the monthly Cost and Schedule Stewardship Report (CSSR) for assigned projects:
- Provides descriptive commentary to reconcile changes to Year End Outlook (YEO) and current-month forecast vs. actuals variance
- Utliize Power BI to update stewardship tables
- Include progress highlights and other high level updates (closeout checklist status, opportunities/vulnerabilities, photos etc.)
- Present updates at monthly review meeting with Senior Management
- Validates current AFE maintenance status and updates status when required (active, TECO, hold, close)
- Performs project closeout activities included on the Project Closeout Checklist
- Develop project cost estimates needed to support decision making for proposed Development Plan changes, reviewed at bi-weekly Management of Change Actions (MOCA) Meetings
- Assists in company plan multi-year portfolio budget development:
- Perform benchmarking and estimating to develop project “building block” cost and schedule estimates
- Assist in the scoping of surface facilities and infrastructure required per the Development Plan
- Load required projects and associated expenditure profiles in Planview
