Description
The Emergency Response Chief is responsible for the safe, environmentally compliant and cost-efficient delivery of all Emergency Response services at the asset.

These services include:
1) providing an emergency response organization to deal with routine and emergency events involving spills, hazardous material releases, medical assists, fire response and rescue situations involving industrial, vehicular and aircraft incidents and;
2) render assistance and consultation to asset operations and local, state and federal regulatory agencies in the areas of spill prevention and response, fire protection/prevention, life safety and loss control issues.

Your responsibilities may include:
• Serve as On-Scene Commander and lead on-call emergency responders to safely mitigate
incidents when risk appropriate.
• Operational Readiness Review –lead the completion of Emergency Preparedness items in
order to successfully transition from construction to operations.
• Recruit, train and organize an on-call emergency response force capable of safely and
efficiently responding to all risk appropriate incidents (fire, rescue, medical, spill).
• Coordinate with peer Asset Emergency Response Chiefs to develop training programs that
deliver external training in the most cost-effective manner possible.
• Manage a new fleet of emergency response equipment including watercraft, heavy
equipment, trailers, fire apparatus, ambulances and ancillary equipment along with their
associated operational centers to ensure operational readiness.
• Coordinate with Alaska Clean Seas supervisory personnel to manage Alpine Operations Spill
and Emergency Response Tech work scope, issues, roles and responsibilities.
• Coordinate with peer Asset Emergency Response Chiefs to maintain, implement and train
affected personnel on the shared department policy manual to ensure compliance with federal,
state and local regulations, as well as internal corporate, business unit and department
requirements.
• Maintain and implement a proactive multi-tiered fire prevention program which includes risk
assessed pre-fire plans. This to include appropriate document management for associated
records and plans.
• Initiate investigations of all applicable Department incidents for cause determination and
recommend corrective actions.
• Emergency response subject matter expert and point of contact for local, state and federal
agencies, company and contractor supervision.
• Actively build new and improve existing relationships with other work groups in the asset to
enhance interdependency.
• Familiarity and experience with Aircraft Rescue and Firefighting for Alpine airport operations.
• Manage Emergency Response expenditures in accordance with established budgets and
sound utilization of company resources.
• Support and guide numerous seasonal and year-round medical clinics during the construction phase of the project.
• Other duties as assigned.
• Innovation with Purpose – Adopt and adapt new technology to serve functional requirements
of the Emergency Response organization to serve an oilfield projected to operate well into the
2050’s. Set up systems and tools to allow adoption of future technology to work more
effectively and efficiently.

Qualifications Basic/Required:
• Associate’s degree or higher in Fire Science or emergency management related field or
foreign equivalent.
• Current/valid driver’s license
• State of Alaska EMT II (or ability to obtain reciprocity)
• 5+ years of experience leading emergency response volunteers
• Ability to pass the Firefighter Physical Agility Test
• Basic knowledge of incident command systems
• Basic level computer software skills (Microsoft Word, Excel, PowerPoint, Outlook)
• Willing and able (with or without reasonable accommodation) to work in a remote work
location on a 2 weeks on/2 weeks off work schedule

Preferred:
• Bachelor’s degree or higher in Fire Science or emergency management related field or foreign equivalent.
• Certified Fire Service Instructor I or II (IFSAC/Pro Board or ability to obtain within one year)
• Certified Fire Officer I (IFSAC/Pro Board or ability to obtain within one year)
• State of Alaska EMT III or Paramedic (or ability to obtain reciprocity)
• Certified EMT III Instructor (or ability to obtain within one year)
• 3+ years North Slope and/or Oil and Gas Experience
• 3+ years experience with aircraft firefighting, rescue and mass casualty incidents
• 3+ years experience with vehicle, confined space and high angle rope rescue practices
• 3+ years experience with fire prevention and inspection practices, including pre-fire planning
• 1+ years experience and awareness of Aircraft Rescue and Firefighting requirements, ability to obtain and maintain training proficiencies
• Basic knowledge of Alaska local, state & federal laws applicable to emergency response
